P2E Platform to Employment

Community Challenge/Problem

Within Denver Workforce, jobseeker support programs have traditionally included services designed to serve specific groups including youth, adults seeking a GED, veterans, and people with disabilities. Through the recent recession, however, a new category of job-seekers presented their own sets of challenges—the long-term unemployed. This is typically defined as a person who has been out of work, or underemployed, for at least 18 months. Such jobseekers may also may fall into other categories as well, particularly older workers and veterans.

Board Solution/Innovation

Denver Workforce partnered with The Workplace Inc., the Connecticut-based firm that delivers the unique Platform to Employment (P2E) curriculum across the country to better serve the long-term unemployed. The November 2013 kick-off for Denver's P2E was attended by local employers, members of the Denver Workforce Investment Board members, and the selected class of participants. Local news media covered the event. The Workplace Inc.'s Joe Carbone said it was the best P2E kick-off event across all markets to date. The P2E training included individualized job search skills, identifying key industries of interest, resume writing and cover letters, and interviewing.

Outcomes & Results

This initial class of 20 participants (half veterans and half older workers) has to date achieved 85% placement with an average wage of $17.17/hour, which is a record among other markets where the training has been held. Denver Workforce applied a similar philosophy of the P2E curriculum to its own initiative focusing on the particular concerns of the long-term unemployed called "Let's Get To Work!" The first program delivered in this new effort was a two-week intensive in the spring focused just on advanced manufacturing, scheduled to culminate with the hosting of Denver's first-ever Advanced Manufacturing EXPO and Job Fair.
