Workforce Challenge

The American Recovery and Reinvestment Act (ARRA) provided approximately $25.7 million dollars in Workforce Investment Act funds to the eleven Workforce Development Boards of Wisconsin. These funds were utilized to provide employment and training services to youth, adult, and dislocated workers.

Workforce Solution

During the summer of 2009, the eleven Workforce Development Boards operated the ARRA Summer Youth Employment Program (SYEP). Youth who had never been exposed to the workplace welcomed the opportunity to try out jobs in their fields of interest. Jobs were available in many fields, but special attention was given to high growth industries and technical training such as welding and aircraft maintenance/aerospace.

Outcomes & Benefits

The Workforce Development Boards in Wisconsin worked very hard to ensure that all ARRA funds were spent in a transparent, efficient, and effective manner. The ARRA program implemented by Wisconsin’s workforce boards has exceeded initial performance goals while maintaining fiscal responsibility. This outstanding and highly visible endeavor provided 4,276 participating youth with summer jobs and employment experience that will guide future career decisions.
