Workforce Challenge

The Eastern CT Workforce Investment Board (EWIB) was looking for a way to overcome the challenges of upgrading the skills of its jobseekers and low skilled workers. These challenges include the cost of training, the lack of public transportation, and the struggle to balance training with family responsibilities.

Workforce Solution

Because of these challenges, the Eastern CT Workforce Investment Board was CT’s first workforce board to integrate technology into its workforce development strategy with a pilot in 2003. This technologically innovative and customer-friendly pilot provided job seekers access to online learning without the cost of driving to a training location and was available 24-7. Believing that employers and their workers also needed access to flexible learning, EWIB brought online training to regional industries like healthcare and advanced manufacturing.

Outcomes & Benefits

The popularity of EWIB's online learning opportunities eclipsed the 300% growth mark in 2010. To ensure ongoing program improvements and innovations, EWIB launched two new features:
1) It combined online learning with youth career pipeline programs in health, STEM, & Green initiatives.
2) Through the American Council of Education, and by partnering with community colleges in Eastern CT, it offered online participants the ability to acquire college credits.
