Meet Victor

Workforce Challenge

As an immigrant lacking U.S. certifications, instruction and experience, Victor was unsuccessful in finding employment since his arrival in America. He had worked as a project manager in Russia, but he soon realized that employers were unwilling to hire him because he lacked U.S. work experience.

Workforce Solution

Victor visited the Workforce Investment Board where staff identified how best to help him find employment. Many of the jobs he was interested in required Project Management Certification. After researching several academic institutions, suggested by the WIB, Victor decided to enroll in the Project Management course at UC Irvine. With his savings depleted, Victor was overcome by the fact that the WIB would provide tuition for training.

Outcomes & Benefits

Victor had not yet completed the course when he was offered work on a contractual basis for Qualcomm in San Diego as a Program Analyst. Once certification is complete, he will be promoted to Program Manager, increasing his earnings by almost 30% an hour. He says, "I couldn’t be happier for making the choice to come to the WIB for help.
