City of Evans Waste Treatment Facility

Workforce Challenge

A large amount of debris accumulated around the City of Evans Waste Treatment Facility during the September 2013 flooding in Colorado. Much of the debris around the Waste Treatment Facility had come from the nearby mobile home parks and had been sitting there for months. A downed fence had also captured and entangled much of the debris. Six months later, the mess still remained and the City of Evans was seeking assistance to clean it up.

Workforce Solution

The Weld County Flood Recovery Community Corps (WCFRCC) received approval through the National Emergency Grant (NEG) program to deploy its Debris Removal Crew to assist the City of Evans in the removal of flood-related debris.

The WCFRCC collected, demolished, compiled, and compacted Category A debris around the Waste Treatment Facility into dumpsters provided by the City. All the while, crew member health and safety was a primary concern.

Outcomes & Benefits

The WCFRCC was able to employ several workers on a temporary basis to assist with debris removal, and Employment Services of Weld County helped identify unemployed workers who qualified for the temporary positions. Even among many safety and health hazards, the WCFRCC successfully completed the project with the City of Evans and no one was injured or became sick.
